Certain funding agencies often limit the number of applications that can be submitted by an institution, thus requiring institutional coordination of proposals prior to submission to the funding agency. The number of applications that can be submitted varies with program and sponsor. Each Rutgers campus (Camden, Newark, and New Brunswick) independently establishes internal policies and deadlines for the submission of applications to programs requiring institutional coordination of limited submissions. Typically, each campus will solicit preproposals and after a review process, select applicants if the agency limitation is per campus. If the limitation is per university, the review of preproposals and selection of applicants will be conducted by the Rutgers Vice President for Research and Economic Development.
Below is a listing of funding opportunities that limit the number of applications per institution. Interested proposers from the Rutgers New Brunswick campus should submit a preproposal of 6-9 pages to Brianne Tysk in the Office of Proposal Development in the Vice President for Research and Economic Development (OVPR) by the internal deadline indicated below (generally two months before the external agency deadline). Preproposals should clearly describe the proposed project, its main goals and methods, and should discuss the project's intellectual merit and potential broader impact, if any. The preporposal should also include a brief, summarized mangement plan, particulalrly if the proposed project involves other institutions or multiple investitgators. Preproposals should also include a brief discussion of educational, broadening for diversity, and outreach plans, if these are required by the funder. Preposals do not need to include project evaluation plans, data sharing or data management plans, or detailed budgets, but should indicate anticipated total project costs (funds to be requested from the funding agency, as well as the institutional source of any required cost sharing). Proposers should also include an appendix listing the current and pending funding from all Federal agencies of the PI, co-PI's, and other senior/key faculty participating in the proposed project (this appendix does not count toward the 6-9 page preproposal limit).
If the number of preproposals received by OVPR exceeds the number of applications the sponsor will accept, the VPR will establish a faculty panel to review and advise the university administration which of the preproposals should be expanded to a full application for sponsor consideration. Proposals will be evaluated based on scientific merit and conformance with Rutgers University policies and sponsor guidelines. Proposers will be notified of the university’s selection typically within one week of submitting their preproposals.
OVPR does not guarantee that all programs with limited submission requirments are listed below. If you identify a program that is not listed below, please contact Eileen Murphy in OVPR as soon as possible, and please assume an internal preproposal submission deadline two months in advance of the external agency deadline.
The Rutgers Newark and Camden campuses coordinate limited submission programs through their respective research offices. Faculty submitting proposals from RU Newark and RU Camden should contact that campus' sponsored program office for proposal submission policies, procedures, and internal deadlines. Please review the guidelines carefully for each program for eligibility requirements and cost sharing obligations. If cost sharing is required, your Dean/Director's approval of the cost share plan must be included with the preproposal.
